While renters are not able to make the same kinds of investments in their homes as In many cases, landlords who have incorporated their rental business are eligable for the same incentives as businesses.  However there are a few special incentives they may be elligable for.

Empower Louisiana ENERGY STAR Appliance Rebate Program Federal Rebate Up to $500 depending on appliance. The State of Louisiana has launched a mail-in rebate program to help residents replace old, inefficient appliances with new efficient ENERGY STAR qualified appliances.  The program will continue until funds run out.  Eligible products include refrigerators, freezers, clothes washers, dishwashers, room air conditioners, gas storage water heaters, gas tankless water heaters, electric heat pump water heaters, solar water heaters, gas furnaces, central air conditioners, air source heat pumps.  Residents must reserve their rebates online or by phone.  Residents must certify that their old appliances have been disposed of in accordance with state laws.
Entergy Residential Solutions Programs Other Funding Source Rebate None Entergy will cover up to $300 per peak demand KW reduction for energy efficiency upgrades performed by approved contractors. $50 of the energy consultant's fees will be reimbursed as well.
Preservation Easements Other Funding Source Tax Deduction Varies Owners are able to donate the facade of the structure to the Preservation Resource Center who then regulates changes to the property's exterior. Donations are tax deductible and can lower the cost of property taxes.
Property-Assessed Clean Energy (PACE) Local Loan To be Determined The Property-Assessed Clean Energy is a program under development that will allow businesses and homeowners to finance energy improvements, including alternative energy systems, through a increase on their property tax bill. Once New Orleans establishes a Sustainable Energy Financing District, business owners will be able to take advantage of this program.  The City Council has recently chosen to establish New Orleans as a Financing District.
Residential Energy Conservation Subsidy Tax Exclusion Federal Non-Taxable Value of Utility Rebate

Energy conservation subsidies provided by public utilities are non-taxable.

Residential Energy Efficiency Tax Credit Federal Tax Credit 30% of costs, up to $1,500 Building envelope improvements including insulation, doors, windows, skylights, cooling roofs, and HVAC and water heaters such as electric heat pumps, central AC, water heaters, fans, and biomass stoves can earn up a 30% tax credit up to $1,500.
Residential Renewable Energy Tax Credit Federal Tax Credit $500 to no maximum depending on system. State credits can be combined with the federal tax credits, which covers up to 30% of wind and solar installations. While less flexible than state credits, the combination can cover up to 80% of costs.
Restoration Tax Abatement State Non-Taxable Varies Structure in Downtown Development Districts, Economic Development Districts or Historic Districts; properties listed on the National Register of Historic Places can have their ad valorem property taxes assessment deferred for five years.
Solar Energy System Tax Exemption State Non-Taxable Varies according to value of system. Solar installations are considered personal property and are not included in ad valorem taxation.
Tax Credit for Solar and Wind Energy Systems State Tax Credit Unlimited if broken into $25,000 systems

In Louisiana we are lucky to have the best wind and solar incentives in the nation. State tax credits are available for 50% of the first $25,000 of the cost of each system, for up to 100% of a home's energy needs. Additionally, these improvements are exempt from state property taxes. This applies to solar hot water for home and pools, solar space heating, photovoltaics, and wind power. One of the most exciting aspects of this program is the ability for any person or business to take advantage of the tax credits, opening up many additional installation and financing options to the consumer. The credit is refundable as well, so if the credit exceeds your tax burden, you get refunded the difference!

Weatherization Assistance Program Federal Service No cost for repairs

This federally funded, state managed program weatherizes homes for low-income households (60% or less of median family income). Priority is given to those most in need.

The Louisiana Bucket Brigade is a 501(c)(3) environmental health and justice organization working with communities that neighbor the state's oil refineries and chemical plants. The EPA-approved “bucket" is a simple, community friendly tool that fenceline neighbors use to take air samples. We complement the community group by adding a level of technical expertise to their work. We provide this tool and training to community members to monitor and expose industrial pollution as it happens. We assist residents in their fight to reduce pollution and protect public health. We work with community groups to help them take air samples and achieve their goals, be it relocation away from a polluting facility, reduced pollution, or a moratorium on facility expansions. The more evidence the communities gather, the more power they have to attain their goals.

Deepwater Horizon Oil Disaster Timeline Since April 20th when the Deepwater Horizon oil rig exploded, millions of gallons of oil have leaked into the Gulf of Mexico, degrading hundreds of miles of coastline, threatening fragile ecosystems, and diminishing valuable fisheries. The government continues to investigate the cause of the explosion and BP continues its attempts to stop the leak. Below is a timeline summary of the ongoing events of the Deepwater Horizon Oil Disaster.

Green Solutions The City of New Orleans recognizes the opportunity to improve energy efficiency and sustainablity standards as part of the rebuilding effort.  In order to promote this goal the City has developed Green Solutions, a mandatory set of standards for new civic buildings.  It addresses specific local environmental issues and seeks to improve building standards throughout the city.
